A current feasibility study shows that a building complex shared by the Breisgau-Hochschwarzwald District Office (BHSW) and Freiburg City Council offers advantages.

The result of a structural feasibility study presented on July 3 shows that employees of the BSHW district administration office could also work on the grounds of the city hall campus in Freiburg's Stühlinger district in the future (see image on the right). Christoph Ingenhoven's architectural firm has developed a building complex for shared use - a new oval administrative building next to Freiburg City Hall, in which the new district administration office and city departments would work together. Before the end of this year, the committees of the district administration and the city are to discuss the project and the cooperation across city and district boundaries.

combine was commissioned in advance by the district administration office BHSW to develop a real estate strategy.

In addition to determining future requirements in a functional and space program, the Real estate strategy also included a functional review of the feasibility of mapping the existing buildings. The district administration office currently has nine properties, but these are to be merged in the foreseeable future to ensure efficient and more service-friendly work. A scenario analysis and the qualitative and quantitative evaluation then also led to the district council pursuing a “one-location strategy” at the Freiburg site, as this has advantages in many respects.

A working group involving the District Office, the City of Freiburg and combine then addressed three topics:

  • Examination of space efficiency through joint use of space
  • Examination of cooperation and organizational collaboration
  • Commissioning and carrying out a structural feasibility study

A joint construction project could offer the opportunity to further advance cooperation between the city and district. The feasibility study is a first step towards identifying possible synergies. Our joint considerations are an open process - but also a sign of the friendly and well-functioning cooperation between the city and district.

Modernization, digitalization and an increasing shortage of skilled workers: administrations in Germany are facing major challenges. Against this backdrop, the city of Freiburg and the district of BHSW are exploring how these issues could be addressed more effectively through cooperation.

In July 2022, the Freiburg municipal council and the BSHW district council therefore approved the declaration of intent to examine the construction of a new district administration office at the town hall site in Stühlinger. combine had previously provided support in the search for a suitable location and subjected various options to a functional review.

The declaration is also about identifying synergies between the authorities.Administration should - where possible - also be thought of jointly.

At the end of 2022, the architectural firm Ingenhoven associates GmbH was commissioned with a structural feasibility study to examine and revise the urban planning concept for the third construction phase (town hall in Stühlinger) of the city of Freiburg and the new building for the Breisgau-Hochschwarzwald district administration office.

It is imperative for efficient and service-friendly work for the district that all seven current locations in Freiburg are brought together in the foreseeable future. The location at Stühlinger would be ideal, especially if clever architecture could be used to create a model project for Baden-Württemberg in terms of economy, ecology and administration.

The result of the feasibility study: great synergy potential.

In addition to the urban development concept, which envisages the district administration and the city of Freiburg being located in one building, great synergy potential was also identified in terms of space requirements, space utilization, building operation and inter-municipal cooperation; a great opportunity for overcoming future challenges for both public administrations.

A joint location would also have further advantages: It would be more efficient because areas could be used by both administrations, such as meeting rooms, conference rooms, technical center, kitchen and staff restaurant as well as entrance hall and waiting area. Closer cooperation on services for citizens and various internal administrative tasks would also be conceivable.
