The administration of the Emmendingen District Office currently has around 960 employees spread across 10 buildings in the town. This not only results in high costs, but also additional distances for employees and citizens.

This is set to change with a new building in the city center: Due to the current and future development of requirements, a further building is planned in addition to the “Haus am Festplatz” location.

combine supports and advises the district administration on this new construction project of the District office and the adaptation of the existing building and was commissioned to carry out a needs assessment that integrates the majority of the organizational units at the “Haus am Festplatz” site (new and existing building, right). Various stakeholders are involved in the project. The basis for this is the jointly agreed change roadmap. The development of a functional and space program as well as the user needs analysis will serve as preparation for the architectural competition.

As administrative tasks increase, so does the need for staff at the Emmendingen district office.

Marco Haas, Partner at combine, presented the considerations to date at the district council meeting at the beginning of March. “The new building is an opportunity,” he said, ”with the increasing tasks for the administration, the personnel requirements are also increasing.” In addition, the world of work has changed, everything is becoming more digital and not all employees are always on site. As a result, there will no longer be one-to-one occupancy, which will save space but at the same time provide opportunities to offer the right spaces. In future, there will be space for up to 700 employees at the “Haus am Festplatz” site, and the current main building with around 360 employees will also be analyzed.

Initial funds for planning and the further process have already been allocated in the 2023 budget.

The concept for the space requirements will be presented to the district council, which will then make a fundamental decision on how to proceed. In the next steps, an architectural competition will then be launched. It is not yet clear when construction can begin and what the total costs will be. “This is a major project that takes time,” says District Administrator Hanno Hurth.
